Seoul’s Free School Meals Program: Brief Concepts

This article is a presentation for the course, Public Policy at Department of Public Administration of Chonnam National University, South Korea. It was discussed on November 28, 2011.

INTRODUCTION
The free school meals program in Seoul is just one of the welfare policies being implemented to help lower-income households. Some other welfare policies in Seoul include housing, family welfare, among others. The free meals program is provided to elementary students in Seoul except for fifth- and sixth- graders. However, shortly after the opposition-led independent Park Won-soon was elected as Mayor in the October 26, 2011 by-election, he approved an 18.4 billion won (US$16.6 million) budget to fully implement the program for all elementary students. With the victory of Mayor Park, another move is expected to be implemented next year to include middle school students in the free meal program.

IN TRODUCTION
Government officials and employees are not only committed to loyal and effective performance but are obligated to carry out a public objective – which in any nation controlled by the people can mean only such purposes as are arrived at democratically. Ethics are truly a part of competence, and they are a part of democracy. Writers commonly refer to the public service as if it were an occupation (e.g. law, medicine). As a matter of fact, it is a composite of all occupations many of which themselves embrace definite ethical standards. Practically every occupation known to man is represented in the American public service.

Higher education funding rises among OECD member nations

At a time when governments are grappling with shrinking public budgets, most are still choosing to invest in higher education, according to a new report. The Organisation for Economic Co-operation and Development's (OECD) findings reinforce the view that good education and skills are extremely valuable and have helped to insulate well educated workers from unemployment during the economic crisis.  
Most OECD countries increased higher education (HE) funding (as a proportion of GDP) between 2000 and 2008, according to the report Education at a glance 2011. Out of 32 with comparable data, only Ireland, Israel and Sweden cut funding.

World Bank urges higher education budget by the Philippine government

The World Bank report says tertiary education spending in relation to gross domestic product was lowest in the Laos, Cambodia, and the Philippines. Ratios are higher in Vietnam, Indonesia, and especially Malaysia.
“To increase spending in tertiary education, Laos, Cambodia and the Philippines should consider increasing their education spending in relation to GDP. High tax shares to GDP would suggest more potential for public spending increases,” it says.
It added the Philippines’ public tertiary expenditure stood at only 0.34 percent of GDP, compared with Indonesia’s 1.2 percent, Malaysia’s 1.69 percent, Thailand’s 0.71 percent. In 2010, overall public education expenditure in the Philippines was just 2.8 percent of GDP, compared with 4.13 percent in Malaysia and 4.12 percent in Thailand.

Universal Primary Education Underway in the Philippines

The Philippines has 90 million people living on more than 7,100 islands, and 40% of them live on less than $2 per day. Achieving the millennium development goal to get all children into primary school (MDG2) for a population so spread out and with so few resources isn't easy, but the government is taking solid steps in that direction.Distance learning, free school meals and child-centred learning techniques in the Philippines are pushing the country closer to the goal of universal primary education.

New Seoul mayor speaks out against FTA with US

 
Seoul Mayor Park Won-soon has submitted an official opinion that the city opposes the Korea-U.S. free trade agreement on Monday, the Dong-a Ilbo reported on Nov. 08, 2011.


The city said the mayor tendered a "written opinion" on the deal to the Foreign Affairs and Trade Ministry and the Public Administration and Security Ministry. According to Park`s opinion, the accord`s clause on the investor-state dispute settlement should be revisited just as opposition parties claim and the central government should protect small business owners to prepare for large American retailers (called super supermarkets or SSM in Korea) entering the Korean market.

UK Tuition fees: 27 universities seek last-minute changes

A report from BBC News reveals that more than a fifth of England's universities have applied to change their fee packages, just weeks before the application deadline.
The Office for Fair Access said 27 of England's universities had sought to lower fees to make use of new measures that could allow them to expand.
Universities blame the late announcement of these measures by the government.
Ministers say changes should not disadvantage any student.
But the National Unions of Students said tens of thousands of students now faced weeks of uncertainty because of the changes.

INTRODUCTION
Do you agree to this statement: “Women are supposed to be wives and mothers, while men are supposed to be the breadwinners?”

Pressman and Wildavsky: POLICY IMPLEMENTATION

INTRODUCTION
In the 1970s, some scholars of public policy like Jeffrey L. Pressman and Aaron B. Wildavsky emerged. Their pioneering study on ‘IMPLEMENTATION’ of policies became one of the major footprints in studying public policy. Pressman and Wildavsky based most of their theories on their study about Economic Development Agency (EDA) projects in Oakland-California funded by the U.S. federal government in 1965.
Pressman and Wildavsky defined ‘implementation’ as “to carry out, accomplish, fulfill, produce, complete”. This definition embodies the role of public servants in the government bureaucracy to give efficient and equitable service to the people.

Waldo's view on Public Administration still relevant after 30 years

Dwight Waldo wrote "The Enterprise of Public Administration" in 1979 looking back on a long academic career, but also as a reflection about the future for public administration. Can a 30-year-old book be relevant? You bet.
Several of Waldo's comments are accurate about today's issues — debt crisis, e-government and trust in government.
The modern U.S. is established on a foundation of economic growth, abundance and consensus, but a new paradigm of scarcity, decay and conflict is increasing pressure on public administration.
This is a radical shift that Waldo foresaw. Waldo raised the question that if the central glue that holds society together is the expectation of more, what does that lead to? If we build our society around a government that always delivers more services, benefits and progress, what would happen if there were less in the future?
Today, facing a large federal debt and austerity measures, we no longer can promise more.
Waldo presented a few principles that he used as a framework to explain, question and discuss public administration and other scholars' theories.
The first principle suggests that there is conflict between bureaucracy and democracy that obliges public servants to protect democratic values. This makes it impossible to run government fully as a business as businesses do not have to consider these values.

Belarus looks to emulate Korea’s public administration

Belarus is a young country. The country’s independence from the Soviet Union is only 20 years old but its governing system is still under development.
The European state recently found a model state to follow in Asia: South Korea. And it is making great efforts to emulate everything from Korea’s public administration to economic policies.
“Belarus is a pearl in a shell,” said Anatoly N. Morozevich, president of the Academy of Public Administration under the Aegis of the President of Belarus. “We want to open the shell with help from Korea and show the pearl to the outside world.” 
Anatoly, a close aide to Belarus President Alexander Lukashenko, is now visiting Seoul at the invitation of the Korea Institute of Public Administration (KIPA).

Luther Gulick considers division of work as the foundation of the organization and the reason to form it. Other compelling reasons of work division are the following:
a.       Human nature – Men differ in nature, capacity and skill, and gain greatly in dexterity by specialization;
b.      Time – The same man cannot be at two places at the same time; and 
c.       Space – The range of knowledge and skill is so great that a man cannot within his life-span know more than a small fraction of it.

Minister of Human and Minority Rights, Public Administration and Local Self-Government Milan Markovic and his counterparts from Albania, Macedonia, Montenegro and Slovenia signed a Declaration on regional cooperation in the process to modernise public administration in Belgrade today. 
Speaking at a conference “Services, skills and capacity – key challenges in building a modern public administration in Europe,” Markovic underlined that by signing this document, Serbia made a commitment to cooperation that will ensure better lives of citizens in the future. 
The Minister stressed that modernisation of public administration aims at building adequate administrative capacity to harmonise national legislation with EU law.

Five paradigms of public administration[1] will be discussed in this chapter to indicate that public administration is a new unique synthesizing field. This is because many conceived that public administration as a discipline is an amalgam of organization theory, management science, and the concept of public interest. It is now time to establish itself as an institutionally autonomous enterprise in colleges and universities in order to retain its social relevance and worth. Some new words in this chapter are: a. baroquism – a reexamination by public administrationists of where the field has been and where it is going appears worthwhile; and b. paradigm – a term that conveys the concept of a field’s self-identity and the changing dynamics of that identity.
